Tracie O’Connell founded Business Operational Concepts, (BOC) in June of 2008 to provide IT services to the Civilian Federal Government and Commercial entities. As the President and CEO of BOC, Tracie is responsible for the financial health of the company, strategic vision, mission, and management of the daily operations, for all of BOC’s Federal and Commercial Business.

Tracie has built Business Operational Concepts into a company that delivers IT support services in California, Colorado, Connecticut, Georgia, Louisiana, Maryland, New York, Ohio, Pennsylvania, Virginia and Washington, D.C., throughout the United States.

BOC and our partners win and manage Federal IT Support contracts that include:

Help Desk: Tier I Call Center, Tier II Deskside Support, Software Development, Asset Management, Program Management, Project Management, Business Analysis, Technical Writing, Desktop Engineering, ACD Implementation and Program Support.

Enterprise Network Security Operations Center: Security Operations Center, Network Operations Center, Security Engineering, Attack and Penetration Testing, Project Management, Program Management.

Production Operations & Infrastructure: Solutions Architecture, LINUX Server administration, Windows Server Administration, Network Engineering, Program Management, Mobile Device Management, System Development & Deployment, Software License Management, IT Policy Writing, Microsoft Exchange and Messaging Administration.

 

BOC has won and manages Commercial IT Support Includes:

· Microsoft Office 365 Implementation

· AppClarity Software License Management and Implementation

· ACD Implementation and Program Support

Tracie received her Bachelor of Science in Business Administration from Old Dominion University.

Adam Ketler currently serves as our Chief Operations Officer (COO) as well as Director of Human Resources. Previously, he has served as Program Manager, Data Center manager and began his career with BOC as a Tier II Network admin. 

 

Working out of Western PA and Washington DC, he oversees a wide variety of programs that include Network Operations, Cybersecurity Monitoring, Cybersecurity Operations, Cybersecurity Engineering, Data Center Management and Project Management among others.

 

As the Director of Human Resources, Adam has a track record of successfully providing our clients with skilled workforces to match their most specific needs. He is able to manage a diverse workforce with a wide variety of skillsets. He makes sure the BOC workforce is armed with the time, tools and support necessary for them to exceed customer expectations at work, as well as their own personal expectations for their careers.  

Adam is a graduate of Slippery Rock University, where he earned his undergraduate and his MBA. He plans to begin working on his Ph.D. in 2019. He is a Project Management Institute-certified Project Management Professional (PMP) and holds other IT specific certifications. In addition, Adam is an active member of Mensa where he serves as the foundation’s North-East United States Scholarship Chairman and Western Pennsylvania’s admission test proctor.  

Adam is a lifelong resident of Grove City, PA where he lives with his family. In his spare time, he enjoys having dinner with friends and is an avid fan of boxing.

Brian Burroughs
Chief Technology Officer

Brian Burroughs currently serves as the Chief Technology Officer (CTO) for Business Operational Concepts (BOC). As the CTO of BOC, Brian is responsible for the technical aspects of the company, overall technology vision, and innovation, for all of BOC’s Federal and Commercial Business.


Brian is relentlessly proactive in keeping current with developments in industry technology landscape, allowing him to spearhead IT modernization efforts while empowering BOC technical teams to deliver world class technology services, systems engineering and support to our clients.


In previous roles, he has served as a Solutions Architect, Systems Engineer, Tier III Operations, Enterprise Licensing and design specialist, Project Manager and Asset Program Manager supporting Civilian Federal Government and Commercial organizations.


Brian holds multiple IT certifications and accreditations from AXELOS ITIL, CompTIA and Microsoft. Brian is considered an IT enthusiast as he obtains the ability to perform at a high level mastering a wide array of technologies.
